I think loudness WRT fingerpicks has more to do with technique and how they
are shaped than the material they are made of.  Some folks complain that
brass picks tend to sound scratchy.  The traditional test for good
fingerpicks is to drop them onto a hard surface to hear whether they ring or
thud.  Needless to say, thud = bad. 

The standard in fingerpicks is nickel silver AKA German silver, which is an
alloy of copper, zinc, and nickel.  Popular examples are the National NP2's
and Showcase 41's.  There are a lot of other choices, including stainless
steel (Sammy Shelor picks) and brass.  To reduce scratchiness and wear you
can have any metal pick cobalt plated.
