Ken, 

First, I'd ask myself if the open area under the hand
rest, that the strings pass through, was the same in
all cover plates, and if any difference was
negligible.

Then I'd preceed as you would, except I'd cut out the
"holes" on the paper, and, if I had access to an
analytical balance, weigh them.

I recall that Steve Toth, at the next to last
Gathering of Resonateurs at the Dopyeras' home, said
he had measured the areas of the fan and. I think, the
poinsettia.  The fan had 17% less open area in his
test.

Perhaps two opaque tubes the diameter of the cone,
each four feet or so long.  Place the cover plate
between them, place a standard light bulb, say 100
watts, inside a lid on one end, and an old fashioned
light meter inside a light-tight lid at the other end.
 I may even have an old light meter around here
somewhere.  Just separate the tubes to change the
cover plates.  Once the rig is set up, you should be
able to measure each one in only a few minutes.  Maybe
even a couple of old 5-gallon plastic industrial floor
soap buckets, that are found all over the place,
painted black and/or just used in a dark room, would
do the job.  Just cut holes in the bottoms for the
light bulb and light meter.
