I can tell you about these.
They were invented by Ron Dearth in Lima Ohio, (my steel guitar teacher) in the
1950's.
He patented the concept and had them mass produced.
He sold them to his students, I have a double neck Oahu with one changer that
moves from A to E to CM?.  The second neck changes from C6 to E7 to C#M?
The need for these was eliminated as peddle steel guitars replaced lap steels.
To my knowledge they are no longer produced and I would assume the patent is
expired.  Someone might want to produce them. 

What kind of lap steel are you seeing with these attached?
