I'm not sure exactly why it isn't done, maybe because
most folks want to have access to the whole
neck/fingerboard without interference, but not
that many folks actually play above the 12th fret. 
I have a old round neck reso with a warped neck and
didn't want to make it worse by hangin the strap from
the peghead, so I attached it to the neck butt like
most folks do with guitars. Eventually the peghead
actually broke above the nut.  I'm getting a new neck
put on it now (but that's another story). Connecting
the strap there was really only a problem with playing
above the 12th fret. And visually it kinda got in the
way a bit, but it worked. I don't think I've ever seen
anyone else do that with a reso strap, though.

I've seen other strange contraptions for straps, like
a connector near the top/end of the peghead (like
an eyebolt???), someone's strap was attached to..

It is kinda funny that here's an instrument that is
played standing up, but there's no place set aside
for attaching a strap, instead you rely on
the strap manufacturer or a decent connecting method.
Kinda like when a guitar maker doesnt put a connector
on the neck butt...leaving it up to you to
drill a hole and install something on your "new"
expensive guitar.
