General John Logan, cdr of the Grand Army of the Republic, in May of 1868, in
his General Order No. 11, proclaimed Memorial Day (originally known as Decoration
Day).  It was observed first on May 30, 1868 when flowers were placed on the
graves (the graves were decorated with flowers, hence the name Decoration Day) of
both Union soldiers and Confederate soldiers at Arlington National Cemetery.  New
York made it a state holiday in 1873.  By 1890 all the northern states had made
it a holiday while many southern states still observed a separate day to honor
southern civil war dead until after WWI.
