You always need an active pickup, the difference is if the preamp is
built in to the guitar or not. A good preamp translates whatever the
pickup's impedance is and buffers it for the amp or mixing board. The
advantage of an active pickup, in theory at least, is that all the
pickup/preamp components are matched for the best response. Using a
passive piezo pickup into an amp without a preamp (internal or external)
is the worst since the impedance mis-match is very great.
