I'm going to recommend TablEdit at http://www.tabledit.com/
You can use it with Windows or Mac and there are tutorials on-line at

to see a sampling of his reso tabs using this format — esp. Big Sciota, When
You & I were Young Maggie, Fireball, Forked Deer, Monroe's Hornpipe.
Note: Some of the other tabs on his site are done by other musicians, using
PowerTab.
I'll quote a part of his "Disclaimer:" "Writing tablature is extremely time
consuming and tedious work. I don't read music, which is probably the reason why
my tab is more of an approximation of a tune, a starting point, than an exact
manuscript."
Probably the trickiest thing in tabbing these pieces is getting the rhythmic
notation correct. But TablEdit lets you indicate right-hand picking patterns,
and
also the slides.
