Ahh, welcome to the club.  This, for me at least, is a perennial problem and 
I've been playing for quite a few years.  There are some things that help. 
First, I would assume that if you take care of your hands with lotions and 
stuff, that would help.  Since I never really do this myself, I can only 
speculate.  Second, finding fingerpicks that work for you can be a long 
process.  Split-wrap ProPiks are the most comfortable I've found for the 
area of the finger around the fingernail.  They come in an array of types. 
Unfortunately, I prefer the sound of older Dunlop picks, which are made with 
nickel.  (I say unfortunately because I am allergic to nickel, so these will 
occasionally break my fingers out, a problem even worse than hangnails.) 
Third, use care when fitting fingerpicks to your fingers.  I sometimes use a 
thick pen or other plastic object that with fit inside the pick and help 
keep the bend rounded when first shaping them to my fingers.  A sharp bend 
in the fingerpick can wreak havoc on your fingers.  Seems obvious, but I've 
seen some ugly fingerpicks in use.  (Split-wrap Propiks are quite easy to 
fit, for what that's worth.)

My advice is: take care of your fingers (if you can remember to do so), try 
a lot of fingerpicks till you find ones that are comfortable to wear and 
give you a sound you like, and use care when fitting them to your fingers.
