I regret that I cannot currently supply any information about "The Nineteenth Century" and this will take some research.  The documents section at the University of Alberta in Edmonton advises that there was a publication so-named published monthly between 1897 and 1900 in London, England.  Apparently the University of Calgary (Alberta) has Volumes 1 to 48.  The article by Douglas appeared in 1925, so unless the publication continued this does not answer the question.  There existed a quarterly published in New York from 1848 to an unknown date about which information might be found at Harvard, Princeton--or perhaps Ohio State University.  Apparently another journal by this name came out of Charleston, beginning in 1869.  Perhaps some Social Crediters in the U.K. might have some knowledge of this "mystery."  I have asked Michael Lane in Columbus, Ohio if he has any information which may be helpful.  So, at the moment I cannot be of more help in the matter.
