Here is a little known constitutional position,
"Alberta has the Sovereign Right to Issue and Use Its Own Credit" by R.
Rogers Smith in PDF format. (Joe is probably familiar with it.) The import
of it had no advantage to Social Credit, however, for in spite of these
circumstances all of the attempted Alberta "Social Credit" legislation regarding
the credit of the Province was disallowed and declared ultra vires by the Privy
Council. The power of "finance" appears to override all.
