You ask, "Who has the incentive to make use of the available stats?"

Well of course every political player in office and those who control them and
financial policy.  They can be manipulated to tell all sorts of tales (
reinforcing ingrained propoganda )and provide reasons for policy.

I agree that the planet is capable of drowning in its production and I objected
to the phrase 'capacity to produce' because it suggested that society should and
could be funded in a S.C. society to effect that, which would be a 
waste of energy and resources since we couldnt sustain that by consumption,
merely because of our incapacity to consume at that rate.
The ability of humanity to keep up consumption with the productive capacity of
the planet is similar to the impossibility to keep up with the debt repayments,
both are equally insane and are the basis of the tyrany of work ( consumption
would have to become work and not a pleasure).

But to address the problems we are in a false frame of mind by looking through
the eyes of the dysfunctional system that is in control.
The issue of what we should produce and how much is in the first instance a
matter of public ( economic democracy) 'demand' not 'possible supply' or its
half-brother 'debt demands on the economy' which is what is presently driving it
or a big-brother approach as to what is good for man - the one world govt waiting
in the wings.
The 'unbridalled free-market'naturally has no mechanism for balancing the system
regards what and how much because its is the extension of the 'bebt demands on
the national economies'and if a Universe Market was possible and inter-Galactic
Trade and trans-galactic Trade were possible to migrate through in hot pursuit of
exponential debt things would just keep on going like the Sorsorers Apprentice. 
It cant continue much longer because the global extent is the limit, as it is
they are destroying and rebuilding societies to just mark time waiting for line
up of numerous factors for the new world system to be able to start.
Once the money system is recaptured and reinvented to serve society the
environment will be transformed and so we shouldnt expect these problems to
continue as though they were some form of natural law rather than the symptoms of
the current dictatorship.  This is why we cant stay trapped in their mindset
assuming that the underlying problems are still going to be there.

My view is that technology and science have, and also made capitalism as we know
it possible.  The free-market ( so called) capitalism has over shot the capacity
needs purely because driven by debt so the problem of consumption mere parallels
the consumption, shall we say, of debt which is mathematically impossible.  In
fact it is materially impossible as well because even after the planet is
expended , and even if NASA was bringing back gold from Mars, the exponential
debt would gallop on with time and only when time stops will it stop, let to
continue.
A sane estimation of 'capacity use' can only be possible once we put the monster
( debt money) down.
The free market cant solve the comsumption problem because debt is required to
clear production and production is only possible by debt as well so the madness
of chasing debt has brought the world to where it is today of multible global
crisis demanding a world govt, as intended.
Any society that has a system of creating money and production beyond the needs
( demand) is out of balance and control.  That is what is happening now by debt
financing.  The situation or rather characteriastic of 'poverty in the midst of
plenty' which is a global problem operates with in this problem of unbalance of
too much production and too much money because of debt.  That is, the over
production isnt well distributed, also because of the debt money system.  Stats
on population growth and poverty etc are used to hide these facts.
S.C. addresses the lot in my view.   We dont have to get rid of 4 billion people
by 2040 as planned.
