If Congress consisted of real representatives accountable to their constituents and voted appropriations before the Treasury could spend money, there would be the same check intended by the Constitution, and all citizens would know that the more expensive their government, the less would be their dividend. At the same time, it would make the system vastly more simple and more equitable. Paying out a dividend and then taxing it back, by comparison, is very wasteful, and we would all pay for such waste. I don't think Douglas would like the argument that an INefficient system is the citizen's best protection.
