This bristling argument over whether the phrase "productive capacity" may be used seems ridiculous to me. The two principles obviously agree and are making an argument out of nothing. Peter, Bill has already satisfied you that he didn't mean what you are implying. The connotation of the phrase depends on its context. There can be no objection to the mere phrase in and of itself. Bill, Peter writes colloquially and is not as "nice" about grammar as some of us. But questioning whether English was his mother tongue was stupid of you and certainly offensive to him.
