Social credit is an aristocracy of producers serving a democracy of consumers. In this relationship, a reduced "propensity to consume" is not a problem; rather it is an ORDER for production to slow up. Since it is not a problem, it does not need to be "addressed." It is not part of the social credit program to induce people to spend against their own propensity.
