Hi Jim.
It was much more certain than that. Douglas was only commenting upon what
was the declared aim of the Webbs at the time of its foundation.
At that time this was clearly stated as the aim.
Just a pity that when The LSE went bust in 1919 it was the forces of
darkness, er sorry, the financial and armaments establishment, that picked
up the pieces and established a means to enforce their monetary dominance
on the teaching of "economics" throughout the world.
It expanded so fast at that time that Beveridge commented that they
established an "Empire, upon which the concrete never sets" :-)
