Although "Demand" is hardly the right word to use in the cause of seeking
capital investment for such a project as you speak of in this post John,
to go to those who have the power to create the money to set the project
in motion is EXACTLY how a sensible monetary system should work.
"Savings" is a busted flush.
In fact if you care to look at the Japanese MITI system, now I believe
down played, It is how actual practice has had it.
Under that system it was almost inconceivable that a sociably desirable,
and an industrially sound proposition could fail to achieve funding.
But then, our problem in this crazy world is that the only criteria
allowed for such decision making is one of immediate financial profit.
That principle, and that principle alone has been allowed to dominate our
actions. To the point where now few even know that it CAN be challenged.
Even if they thought it desirable :-(
