"The archive does offer a photcopy service but it has
to be ordered and takes quite a long time--as well as
being more expensive than making a CD for oneself."

So the microfiche readers at the archive don't have
photocopiers attached to them. I don't understand
what you mean by "making a CD for oneself." How do
you do that at the archive?
-

"A good idea, but expensive. I need to work on getting
someone to give me a contract to get the stuff into
print, but that will depend on coming up with a
persuasive argument to the right potential funder."
--------------------------------------------------
---------------------------------------------------

Well, that depends on what you mean by getting the
stuff into print. A hard bound textbook through a
traditional academic publisher would indeed be
expensive, plus it would take at least a couple of
years to accomplish. The cheapest (and quickest) way
would be in text format on the Internet plus on CDs.
Why not do that? I should think three or four
thousand dollars could get the job accomplished for
expenses, beyond personal reimbursement for your time.
Maybe twenty or thirty thousand in total? And you
could do it in a couple of months rather than a couple
of years.

One question I do have is about the copyright. My
understanding is that in Canada, unlike the U.S.,
public documents are not automatically in the public
domain. Will permission have to sought from the
authorities to publish the archive? How long would
that take? There's no chance the permission would be
denied, is there?
