There is no evidence that it was authored by C. H. Douglas. The
Subcommittee on Finance was a subcommittee of the Alberta Post-War
Reconstruction Committee. The reader will note that Mr. Leslie Denis
Byrne who, with Mr. George F. Powell, had been sent from the United
Kingdom by C. H. Douglas as an advisor to the Alberta "Social Credit"
Government led by Premier William Aberhart, sat on the Subcommittee on
Finance a position for which he was uniquely qualified as an expert
Social Credit technician. Denis Byrne played a key role in
preparation of the Subcommittee Report. He maintained very close
communication with Douglas but that is the only indirect association
with authorship of the Report of the Subcommittee on Finance. I hope
that this clarifies the issue.
