Here are three options for you to think about
1) Knox Council run an excellent youth leadership program which I would highly
recommend as something you could rely on. Pip Smith Pip.Smith@knox.vic.gov.au
or Tony Justice tony.justice@knox.vic.gov.au would be able to tell you more

(training fee, airfares, accommodation plus manuals)
2) Andrew Fuller www.andrewfuller.com.au has a very engaging half day program
especially for year 9/10s but would also work with years 11 and 12 (training
half day fee about $1500 plus airfares and accomodation plenty of other people
there would be happy to share costs and run another event with Andrew but
you'd be looking at March/April next year)
3) Thriving Youth Australia thrivingyouth.org.au run a day training program
for young people looking to become leaders this is a very full day. If you
are looking for buy in there is also a social responsibility appraoch called
'change of heart' that is in the form of a day retreat and asks young people,
teachers, council, parents and administration to come together up to 50 people
can be involved. I haven't done it for just young people and local government
but is should work well though (training day fee about $1800 (including
handouts)
plus airfares and accomodation limited days available Oct-Dec 2007) Follow
up, (6) monthly online conversations, peer coaching and evaluation of outcomes.
