Luke,

The Public Interest Advocacy Centre (PIAC) and the Federation Press
produce a book called "Working The System" which I think is what you are
looking for.

PIAC also run a course based on the book.

Its not youth-specific though.

If there's enough demand and you can't identify anything appropriate,
NCYLC would be interested in helping to develop a child rights / youth
specific online resource that meets the need that you have identified.
